Dessa forma, o mesmo se recusou a pagar a referida taxa dos prédios de sua propriedade localizados na Rua Barão de Mesquita, cidade do Rio de Janeiro, Rua da Candelária - RJ, Rua Prefeito Serzedello - RJ, Rua Gomes Braga - RJ, Rua Tavares Guerra - RJ, Praia do Retiro Saudoso - RJ, Rua Leopoldo - RJ.
